In the event of contradictions between this agreement and an agreement other than that of the WTO to which both parties are parties, the parties consult without delay in order to find a mutually satisfactory solution, taking into account the general principles of international law. 9. A party proposing the application of a bilateral safeguard measure offers the possibility of consulting the other party in advance on this measure, in particular to reach an agreement on compensation provided for in paragraph 10. The agreement also created the World Trade Organization (WTO), which came into force on 1 January 1995. The WTO implements the agreement, provides a forum for negotiating additional trade barriers and the settlement of political disputes, and enforces trade rules. The WTO launched the ninth round of multilateral trade negotiations under the Doha Development Agenda (DDP or Doha Round) in 2001. The WTO website contains information on the Doha Round, including links to the texts generated by the negotiations and information on upcoming meetings. 1. Except for a section 83 tribunal and subject to the agreement of the opponents by other means, the court consists of three arbitrators, one arbitrator appointed by each of the interposed parties and the third, who is the presiding arbitrator appointed by the opponents. 6.
The OBT Committee meets, if and if deemed necessary, preferably once a year, with the presence of representatives of each of the parties or by teleconference, videoconference or other mutually determined means by the parties. If necessary, ad hoc working groups can be set up by mutual agreement.
